El Centro de Confinamiento del Terrorismo (CECOT) is a maximum security penitentiary with capacity for 40,000 inmates located in the municipality of Tecoluca in the department of San Vicente, in the paracentral zone of El Salvador, built during the presidency of Nayib Bukele, in order to lighten the load of inmates in prisons. The Minister of Public Works called it the largest prison in the Americas. Between 1980 and 1992, El Salvador suffered a civil war, which provoked a massive emigration of Salvadorans. During the 1980s, approximately 92,000 Salvadorans had immigrated to the United States, most of whom would settle in Los Angeles neighborhoods, where the two main Central American gangs, Mara Salvatrucha and Mara 18, would emerge.

The government

• The government did not pay much attention to these groups until the 2000s.
• In 2012, President Mauricio Funes agreed to a secret truce with the gangs, which temporarily reduced crime, but in 2013 it would begin to rise again, escalating to such an extent that in 2015 El Salvador was a war-torn country. In fact, it was the most dangerous in the world, with a rate of 103 homicides per 100,000 inhabitants.

Facilities & Personnel

• It has an area of 116 hectares of land, of which 23 belong to prison buildings and has 19 watchtowers, making it the largest prison in El Salvador and the Americas. The prison has confinement pavilions, high luminosity reflectors, thermal cameras, and four security rings consisting of 2.1 km long concrete perimeter walls and electrified fences with 15,000 volt charges and permanent surveillance through thermal cameras.
• It maintains a permanent staff of 600 members of the Armed Forces and 250 members of the National Civil Police, in addition to the guards of the General Directorate of Penitentiary Centers.

Operational History

• The first 2000 inmates were transferred to CECOT on February 24, 2023. The second transfer took place on March 15, a total of 2,000 inmates were brought to CECOT. By July 24, 2023, the prison compound housed 12,500 terrorists.
• The maximum security penitentiary has a capacity for 40,000 inmates, who may be subjected to "punishment cells" and have no recreational spaces. Faced with this scenario, numerous human rights organizations have expressed their concern about the measure of the president of El Salvador, Nayib Bukele.

Case

• Regarding the expenses for the retention of the prisoners, the relatives of the detainees under the Emergency Regime denounced that the government demands the payment of $170 dollars per month -more than $141,000 Chilean pesos- to provide them with food and basic merchandise.

• If the prisoners want to have access to any additional products, those close to them must deposit externally to "institutional stores", which are located inside the penitentiary center. In this sense, they can contribute between $5 and $150 dollars a month.

• "Everything is bought at a premium. A Coca Cola that outside is worth $2.50 (just over $2,000 Chilean pesos) there they sell it for $10 (more than $8,300 under the current exchange rate)″, a relative told Infobae.
