Luxembourg The Court of Justice of the European Communities, whose seat is located in Luxembourg, includes three judicial bodies: the Court of Justice, the Court of First Instance (created in 1988), and the Civil Service Tribunal (created in 2004)
Foreword Following the entry into force of the Treaty of Lisbon on 1 December 2009, the European Union now has legal personality and has acquired the competences previously conferred on the European Community. Community law has therefore become European Union law, which also includes all the provisions previously adopted under the Treaty on European Union as applicable before the Treaty of Lisbon. In the following presentation, the term ‘Community law' will nevertheless be used where reference is being made to the case-law of the Court of Justice before the entry into force of the Treaty of Lisbon. The European Atomic Energy Community (Euratom) continues to exist alongside the European Union. Given that the jurisdiction of the Court of Justice in respect of Euratom is, in principle, the same as its jurisdiction in relation to the European Union, and to make the following presentation clearer, any reference to European Union law will also cover the law governing Euratom.

COMPETENCE
To carry out its tasks, the Court has been endowed with well-defined jurisdictional powers, which it exercises in the context of the preliminary ruling procedure and in the context of various categories of appeals. The various forms of proceedings The preliminary ruling The Court of Justice works in cooperation with all the courts of the Member States, which are the common law judges in matters of Union law. To ensure effective and homogeneous application of Union law and to avoid divergent interpretations, national judges can, and sometimes must, turn to the Court of Justice to ask it to clarify a question of interpretation of Union law, in order to be able for example, check compliance with this law of their national legislation. The preliminary question may also concern the review of the validity of an act of Union law.
