Hazardous materials can pose a risk to human health and the environment due to their characteristics

    • Non-hazardous materials
    • Less hazardous materials if you can't avoid their use

  • Manufacturing processes
  • Construction activities
  • Other activities or operations related to the project

hazardous materials Handling

IDB projects will not purchase, store, use, manufacture, or trade these products:

  • Class Ia (extremely hazardous)
  • Class Ib (highly hazardous)
  • Class II (moderately hazardous) unless the project has appropriate controls on manufacture, procurement, or distribution and/or use of these chemicals.
The project will avoid the manufacture, trade, and use of chemicals and hazardous materials that are:
  • Subject to international bans
  • Being phased-out due to
    • High toxicity to living organisms
    • Environmental persistence
    • Potential for bioaccumulation
    • Potential for depletion of the ozone layer
Some examples of these materials are:
  • Pesticides
  • Chemical fertilizers
  • Soil amendment substances
  • Chemicals other than pesticides

Polychlorinated biphenyls (PCBs) in electrical equipment

Asbestos in construction materials

Safe use of pesticides according to Globally Harmonized System of Classification and Labeling of Chemicals (GHS)

Properly handle, store, apply, and dispose of these products, requires qualified personnel with adequate:

  • Training
  • Equipment
  • Facilities

  • Conduct a hazard analysis of operations
  • Disseminate hazardous materials management information to stakeholders

New ESPS 3 requirements

Depending on the level of risk foreseen, supplement the hazard analysis with

  • Hazard Identification (HAZID)
  • Hazard and Operability Studies (HAZOP)
  • Quantitative Risk Analysis (QRA)
Goal
  • Identify and quantify these risks to the extent possible
  • Establish emergency response teams
  • Establish procedures to manage them when necessary

Hazardous Materials Handling

If the project cannot achieve compliance with recognized and applicable international standards and guidelines, the borrower, in agreement with the Bank, shall

  • Adopt less stringent practices and standards than GIIP
  • Provide detailed justification for proposed alternatives through the E&S risk and impact identification process

Additional requirements of ESPS 3. IDB projects

  • Will not use chemicals included in Annexes A and B of the Stockholm Convention
  • Minimize the unintentional generation and release of Annex C chemicals
