Notably, the 2018 National Counterterrorism Strategy states “Domestically, we must empower our frontline defenders—our state and local law enforcement professionals—…to prevent and counter terrorism in the United States.”1

The 2019 DHS Counterterrorism and Targeted Violence Prevention Strategy “is the first national-level strategy to explicitly state that terrorism and targeted violence overlap, intersect, and interact as problems and require a shared set of solutions.”2

The strategy seeks to enhance information sharing between JTTFs, Fusion Centers, and other stakeholders as a means to "support investigative efforts of the Department and our Federal and SLTT law enforcement partners."3

More recently, the 2021 National Strategy for Countering Domestic Terrorism states: “The U.S. Government will enhance domestic terrorism analysis and improve information sharing throughout law enforcement at the federal, state, local, tribal, and territorial levels, and, where appropriate, private sector partners.” 4

And, “The work of federal law enforcement as well as our state, local, tribal, and territorial law enforcement partners is critical to countering domestic terrorism. The U.S. Government will increase support to Federal, state, and local law enforcement in addressing domestic terrorism nationwide.” 5

In May of 2021, the US Department of Justice (DOJ) identified the investigation and prosecution of hate crimes including enhancing state and local law enforcement training as a top priority.6
