The Scioto County Courthouse was designed by architect John Scudder Adkins of Cincinnati and built in 1927. Located at 602 7th St. in Portsmouth. The building is still in use and today houses the Scioto County Court of Common Pleas and its probate, juvenile and domestic relations divisions

JUVENILE DIVISION: Deal with delinquent and unruly children, juvenile traffic offenders, dependent, neglected and abused children, parentage cases and custody cases..

PROBATION DIVISION is in charge of: - Consent for medical treatment. - Appointment of guardians for minors and incapacitated adults. - The supervision of their property, civil involuntary commitments of the mentally ill. - Adoptions, birth record corrections and registrations, changes of name, issuance of marriage licenses i.
