Wielder of Flame and Steel The 50-foot tall red-veined marble statue of a gigantic red half-dragon warrior stands on the island in front of the Open Harbor, menacingly looking out towards the Calhay Sea. The figure depicts a fire-breathing red half-dragon clad in spiked half-plate armor wielding a large saber in two hands. Flames are constantly burning in the statue’s mouth, as a guiding light for ships approaching the harbor.

Open Harbor The piers of the northern section of the Landing are made available for non-Xantharosian ships. The tax collectors of the Scaled Council patrol the docks, and there are always a few Fangs of Order present to monitor activities. It is a relatively dirty, loud, and tumultuous section of the city, always buzzing with activity. Slaves and half-dragon nobles are rarely seen in this area, except when shipments must be inspected or handled personally. The harbormaster and commander of the tax collectors is Geryn Sorpin, a 63 year-old man with a proclivity for drink, a grumpy demeanor, and brusque manners towards slaves but cowed attitude towards half-dragon nobles.

Everyone’s Darling Loud shouting, singing, and the clanking of mugs emanate from this large tavern at all times. Everyone’s Darling welcomes sailors and maritime people with its low prices and beautiful servers. The smokey interior is made comfortable with round tables and red-cushioned seats. The wide selection of drinks and young, beautiful servers is ensured by the establishment's owner, Clan Grilox. Lord Perraz Gilox, a well-known sorcerer of great power, oversees operation personally and acts as a direct liaison to his clan’s many exclusive services to outsiders.

Sweet Home Captains, first-mates, and some sailors stay for shorter periods at this comfortable first-class inn, which is always at maximum capacity. The proprietor, a kind and warm hearted giantkin innkeeper named Nailo is always busy running between guests, maids, and servers to immediately fulfill every demand. The interior of the inn and its rooms are fashioned after traditional homes, with a large open kitchen, a grand dining room, and lounges fitted with couches. Prices are high, but the service and the food are exceptional, and the rooms are tidy.

Gryff’s Nest Excellent homemade food awaits those who visit this small establishment. Gryff and Darythia Oakenforge, an older dwarven couple, prepare food in the early morning and get ready to receive guests by noon. Gryff is a bard who had many adventures on the Isles and the Calhay Sea and can tell some of the most exciting and peculiar stories. He usually mingles with the guests, telling tales of old and of his travels to anyone who listens, while his wife calls him loudly from behind the counter. His friendly old hound, Asnas, is always nearby, accepting treats offered to her.

The Rack Imprisonment is rare in the Seat of Scales, reserved for those who cannot pay fines or whose sentences have not yet been carried out by the courts. The Rack is a collection of cages that hang suspended from large posts. The prisoners inside are rarely fed and weak from starvation. Their wretched bodies usually lie slumped over from weakness for passersby to witness their plight. A few of the more malicious Fangs of Order perch on the top of the posts that support the cages, constantly intimidating the prisoners and delighting in their suffering. A current prisoner on display is Gaelron Hellsong, a fallen cleric of the Relentless who has lost his faith, sentenced to public imprisonment for two months for obstructing justice when he tried to lie to the Fangs of Order about his whereabouts following a disturbance in the Tooth and Nail. He has a haunted look to his eyes as he sits in his cage with a jaded and cynical demeanor.

The Long Bench The largest inn in the Seat of Scales dates back a thousand years and is a grand edifice with many rooms for rent. The lower section of the rectangular building is a vast space, lined with a massive stone bench on all sides, carved from marble with orange specks. Over the countless generations and multitudes of visitors who have sat on the bench, it has become smooth and rounded. Its age signifies the ancient history of the city and the residents of the Seat of Scales proudly boast of this heritage. Many locals frequent the establishment, mingling with outsiders who stay at the inn for longer stints while they conduct business in the city. The upper floor of the building has numerous apartments for rent, usually on a monthly basis. Jauren the Fateweaver, a bard storyteller with a tome of stories that never seem to run dry, is a long-time regular at the inn. He arrived over a decade ago to collect the tales of mystic Xantharos and has stayed on the Isles. He has a special dispensation Clan Yestryll to conduct his ethnographic research and travel the Isles. Jauren knows about all ancient and adult clans of Xantharos. He often weaves yarns in the common room of the Long Bench that captivate the audiences and stir their curiosity for adventure.

Everflowing Basin The freshwater supply of the Seat of Scales is provided by a monumental cistern at the heart of the Peddler’s Abode, which collects the abundant rainwater, filters it from debris, and stores it in underground chambers connected to wells throughout the city. The Basin, as it is known in the city, is under constant guard by two Fangs of Order, lest anyone disturb the lifeblood of the Seat of Scales.

The Primal Egg A large plaza dominates the intersection of the Path of the Relentless and the Wavecrusher Boulevard in the Peddler’s Abode. A gigantic dragon’s egg covered in fine scales of a blueish green hue dominates the center of the plaza, said to be the calcified egg of Xolenthas, mate of Xantharos. Legends tell that the colossal dragon carried the egg when he was banished to the Material Plane. The solidified egg is said to have been recovered from the depth of the sea over a thousand years ago. However, few have verified the tale, and to the uninitiated it seems to have been carved from stone by a master craftsperson. The site is sacred to all draconic inhabitants of the city, and any damage done to the egg is harshly punished by the Fangs of Order.

Cloister of the Whip Worshipers of the Relentless, the god of Strength, can attend daily masses at this modest temple, which features an open-air courtyard open to the elements. Services are held regardless of the weather conditions, and supplicants are expected to show the toughness of their faith in the searing summer heat and torrential winter downpours alike. Self-flagellation is encouraged, and small scourges are made available for this purpose. The head priest of the temple is Lord Thramnead Gleamfang, a half-gold dwarf of Clan Gleamfang, who vociferously espouses the dominance of dragonkind over all other species and gladly offers the whip for worshipers to show their devotion to the Relentless. The giant statue in front of the temple is a landmark in the Seat of Scales, rising high above the surrounding buildings. It is cleaned regularly, and Lord Thramnead Gleamfang forbids the use of ropes, ladders, or harnesses, bidding slaves to climb the statue without any assistance.

Biljin’s Fantastic Beasts and Other Pets Biljin Golggiggles, a morose gnome druid sells live beasts and animals in this large building that serves as both a stable and a store. The selection includes birds, snakes, amphibians, horses, and even some predators, like a saber tooth tiger and a triceratops. The cages are smaller at the front of the store, suited for smaller species, but become larger as one ventures deeper through the wide rooms, and eventually reaches the courtyard at the back. The musky smell of fur and the sound of animals are overwhelming.

The Dire Barnacle Arched entries frame the lower level of an ancient residential building on all sides. The open space of this tavern is fitted with benches and tables around a central bar occupied chiefly by a hulking bar hand named Wingurt the Silverback. The tavern owner is an all-business real estate consultant named Falahastra, who barely visits his tavern. Wingurt usually handles a whole night’s shift by himself.

Long Shot Mathreus’ bows are in high demand by the nobles of the city, who try to acquire as much of the bowyer’s stock as possible for their troops. The high quality of the bows compensates for the slow production rate and Mathreus and his team of few master bowyers spare no breath to keep up with the demand. Mathreus invented several unique, non-magical arrow heads that are easy to produce and deliver different effects, such as carrying alchemical substances, pinning foes, or doing more damage with their rotating heads even after hitting their targets.

Seventy-two-fold Sprires Illusory symbols of the eight schools of magic circle around the spires of this towering ancient building. Inside, the temple is segmented into eight towers, one for each school, with small circular staircases spiraling in each over nine levels. The ranking priest of the church, Grand Interpreter and High Sopher Williem the Enumerator is cleric of great wisdom and literacy with impeccable skills in reading and writing of many languages. He is a tall, fit man in his fifties balding with grace. He is quick to improvise when conversing, polished in insulting others, and extremely brusque. He gladly accepts donations to the church as “component grants”. One of the most notable donors of the church is Lord Rhogar Zlatozar, whose ancient family commitment and zealous devotion to the god of Magic makes him a frequent visitor to the temple when he is at the Seat of Scales.

Garden of Hope and Liberty The smell of herbs and flowers permeates the air around the entrance of this long-established teahouse that also sells dried tea mixtures, seeds, and rare orchids. Inside, a small garden, magically protected from rain, is packed with potted plants, flowers, and herbs around eight tables that can each seat four people. Liberty, Protector of Hope is a warmhearted twelve-year-old human girl who serves guests several kinds of tea made from various herbs and flowers. The guests are entertained by Hope, Walker of the Valley, Liberty’s eight-year-old sister, who plays the accordion. Hope is very chatty and energetic, constantly parented by Liberty, which causes bickering between the two. Hope sings her favorite song, an ancient deep-sea elven ballad, once every night, which she doesn’t comprehend it. A character who speaks both Elvish and Aquan can understand Deep Sea-Elvish and can translate the song.

Statue of Xemmol’Rhax the Dracohydra A towering figure in a breastplate of ancient style stands in the middle of this otherwise empty, cobblestone-covered plaza. It has five long necks with the heads of dragons of each metallic type. It stands with its enormous wings spread and its muscular right arm holding the severed head of a young red dragon up in the air. The statue commemorates one of the greatest half-dragon nobles in ancient Xantharosian history, Xemmol’Rhax of the long-extinct Clan Oth’naris. The five-headed prodigy and hero of the Xantharosians led a fierce war, known as the War of the Descendants, against the true dragons of the Isles when the two sides fought for dominance over the Isles.

Heat Ignus “Blaze” Galvan, a pyromaniac fireling wizard with a flamboyant and extravagant nature specializes in the creation of fire-based magic items and machinery. The store is always brightly lit with flames rising from urns and strange, cog-wheeled machines that emit flames while they are running.

Clan Doomwing Residence Distinctive duergar style dominates this simple single-story building, which is darkened by the shadows of the neighboring buildings. The estate features extensive underground levels with living quarters and slave pens. The air is humid and the the smell of sweat permeates the dungeons. The central court of the house has several barred gates that lead underground and host a large number of guards and slaves at all times, ready to be presented on the slave markets.

Clan Astrillax Residence This large building of black stone features high spires supported by massive buttresses. The trader clan always keeps several merchant representatives and a few of their trusted Monks of the Ebon Serpent at the residence to represent their commercial interests in the city. The building is frequently visited by many customers and merchants seeking to strike a good bargain with the clan, which has notoriously stringent business ethics and procedures. The sulky monks train in the central garden of the enclave, ready to escort visitors to their masters or to guard them against any threat.

Clan Fralkyn Residence The gemstone-embroidered gate of the Fralkyn residence is a masterpiece of carving, heralding the wealth and background of the clan. The chambers of the villa are covered by rugs and tapestries made of the rarest pelts. Domesticated dinosaurs roam the halls of the house, kept as pets and guardians. Lord Zhoulann’s sister, Highlady Markassa, and her husband, Lord Amraxios, live in the building permanently with their three children. The highlady has a long-standing conflict with Lord Zhoulann, who tries to avoid his sister by staying in an isolated wing of the building when in the city.

Clan Aztrov Residence Giant, intricately designed and crafted statues of half-dragon nobles decorate this majestic building, expressing the refined taste and elegance of Clan Aztrov. The servants and guards of the house dress in stylish blue uniforms that befit the sophisticated interior furnished with the finest displays of art, jewelry, and furniture. The residence also functions as a workshop and atelier for the clan’s jewelers and artists, even when the nobles are absent.

Clan Wyltress Residence Stone gargoyles depicting giant wyverns with raised tail spikes gaze down on those who approach this lavishly decorated ancient building. The interior is a work of fine art with decorations that feature hellish designs and provocative scenes. Numerous devices that serve both pleasure and comfort furnish the lush bedrooms. The central garden is home to Lady Yryll Wyltress’ blue half-dragon sabertooth tiger, Wildbolt. In contrast to the glamour of the above-ground pomposity of the residence, the dungeons are seen only by those who are brought to its cells for torture on devilish torture machines or by the occasional summoned devil.

The Elemental Bond Half-dragons frequent this large bathhouse to relax, talk politics in private, and socialize while visiting the Seat of Scales. The bathhouse features pools with temperatures ranging from scaldingly hot to icy cold. Pleasurable conditions are provided for all types of half-dragons so they might enjoy their chosen energies for revitalization in rooms maintained by summoned mephits. There are freezing chambers, rooms lined with fiery ovens, one with electrical resonant transformer circuits that generate lighting, and even sulfurous pits and pools of acid. The Elemental Bond provides additional services like massages, chiropractic sessions, and cosmetic treatments. The fare at the bathhouse is first-rate and the festhall located on its premises has the finest food in the city.

Throne of Xantharos The Throne of Xantharos was the first building constructed in the area before the Seat of Scales became a city, as the sign of the alliance of the ancient clans. It is a monumental palace rising above the city on a sprawling plateau. It houses the grand chamber of the Scaled Council, the Courts, the Archive of the Ancients that stores legal documents dating back to ancient times, and the Shared Hoard, the council's treasury deep below the palace. The top of the building features a panoramic lookout platform named the Eyrie of Dragons, where half-dragon nobles can meet and gaze upon the city from their lofty perch.

The Melodic Roar This huge theater is reserved for half-dragon audiences and puts on all manner of performances from plays to concerts. It can seat five hundred guests in comfortable booths lined with large sitting pillows. The Master of Ceremonies is Highlady Sharidall from Clan Sharaxas, a half-silver dragonborn administrator with a flair for keyboard instruments. She leads a troop of performers, many of whom are slaves trained or acquired by Clan Sharaxas. The Roar’s most famous fixture is a massive magical organ with dragon-headed pipes that emit the sounds of roaring dragons woven into melodic tunes.

Clan Zlatozar Residence Large magical flames that slowly change their colors flicker at the gates of this sizable ancient building, illuminating the emblems of clan Zlatozar and the god of Magic above it. The shuttered windows and tightly shut gates of the residence suggest that it is abandoned most of the time, void of servants or guards. Inside, the large courtyard features overgrown bushes and dusty weapon racks rarely used for sparring and training troops. Lord Zlatozar keeps a small shrine of the Wondermaker tidy and laden with offerings at all times.

Clan Grilox Residence Gold-inlaid wall ornaments, bas reliefs, and heavy banners interwoven with brass cords speak of the wealth of Clan Grilox. The many defenses of this permanently occupied smaller building are apparent at first sight. Traps and bars of all kinds block and threaten entry as if those inside were afraid to share their secrets with the world. A regiment of well-armed guards is always attending the gates with trained giant poisonous snakes on chains. It is whispered throughout the city that the magical vault of Clan Grilox is impossible to crack, but no one has ever dared to verify the accuracy of this rumor.

Clan Sharaxas Residence The residence of clan Sharaxas is a place of entertainment and is illuminated by magical lights that flicker and dance around the house when the nobles of the clan are present. The interior of the building is fashioned to host live shows of many kinds, including plays and musicals that are famous in the city. Private practice rooms surround the large central auditorium of the house, which is lined with decorative silver statuettes of the most notable entertainers of the clan.

Clan Shatterwind Residence The clan residence of Clan Shatterwind resembles a squat fortress with massive double gates gilded in bronze. Impressive bronze statues of the clan’s prominent ancestors line its halls, whose walls are wrought with veins of gold. Two gigantic braziers on the top of the gate are lit with bonfires and kept burning at all times while the nobles of the clan are present at the residence. Ceremonial weapons and armor of all kinds are on display in the central hall of the building, which is used for feasting and as a mustering hall when the clan assembles in the Seat of Scales.

Clan Yestryll Residence An atmosphere of simplicity and austerity characterizes this noble dwelling. Sea motifs, such as shells, pearls, finned creatures, ships, and waves decorate the walls and arches of the building. Despite its spartan appearance, the inside of the building is welcoming and cozy, where the guests of the house find comfort and peace. The rarely occupied residence features a large map room where every tiny detail of the Calhay Sea is available for inspection on various parchments, paintings, and tapestries.

The Gardens of Solitude This spacious park provides a venue for those half-dragons who wish to take a walk or spend some time in nature. Only half-dragons are allowed entry to enjoy the immaculate lawns, large topiaries in the form of dragons, and ornate fountains that are the hallmarks of the park. In addition, there are many nooks and crannies fashioned in the natural environment, where comfortable benches and recliners await those who wish to relax in solitude.

Xantharosian Pride This museum is a multi-story building with a vast hoard of treasures on display and an even more extensive collection in storage below the building. It displays the rich history of the realm, such as the most important documents like the treaty forming the Throne of Xantharos, or the statues and paintings of the illustrious founding clan leaders who signed it. Several complete dragon skeletons are also on display, preserved as a reminder of the challenges the Scaled Council faced in the past.

Arms of Steel Mercenary Company Snirkugg is a hulking half-fire giant paladin of the god of Competence, who took the mantle of a mercenary. He is the only remaining member of the Arms of Steel, a mercenary company many noble clans once employed. With the sudden death of Snirkugg’s father, mother, and two brothers, who perished on a mission to stop a marilith and its demon servants, the fame of the company disintegrated. The well-trained half-giant is working on rebuilding the honor and greatness of his family’s name, and only accepts missions that align with his morals.

The temple of the god of Competence has a meditative atmosphere barring the distractions of the city outside. Thick, circular cushions are spread out in the dimmed hall, where followers are encouraged to increase their trust in their own skills and themselves through quiet contemplation. One of the most devoted followers of the Efficient Master is a man named Sylas Elwin.

No Second Chance Only a dozen or so exclusively magical weapons and armor are on display in this store with an almost uncomfortably empty and clean interior. The tools of war displayed on the simple black racks are made of the best quality materials found anywhere on the Isles and the western continent. The proprietor, Gregor Queberartos is a silent and business-savvy individual who sells the shop's inventory, which refreshes every now and then, at a twenty percent markup. Gregor is a retired soldier who bears the scars of an old fight on his face from when he single-handedly protected his shop from an attempted robbery by agents of Clan Grilox. Gregor was unable to prove the connection to the agents’ employer, but he bears a grudge against the half-brass nobles of the clan.

Shrine of Talent The walls and many shelves of this antique shop are crammed to the ceiling with the finest and most valuable artwork on sale in the city or maybe even the known continents. Clan Aztrov owns the shop, which is overseen by Sorlian Finanza, a renowned human merchant, known for his dabbling in mysticism and the occult. As a result, several items in the store are of extraplanar origin. In Sorlian Finanza’s absence, the shop is run by his assistant Gregilo Boonik, who is a meek and soft-spoken individual with a stammer.

The Wave Master This smokey tavern is famous for its strong drinks and the shady folk making business deals at its tables. The smell of smoked fish, onions, and alcohol linger in the air, which is made even heavier by the smoke of water pipes. The owner of the establishment is Saraphim Ovar, a shapeshifter rogue-wizard who was born in the Seat of Scales and inherited her father’s tavern. Despite being forgetful and clumsy at times, she's usually bouncing around with an oblivious smile on her face and radiating a positive demeanor, with her boxer breed Roxanne lapping at her heels. She usually mingles with the guests and sells large quantities of her stock of alcohol and pipeweed to anyone willing to pay for it. She is also a part time private investigator and knows the city like the palm of her hand.

Spellbound A wide selection of magic items is available in this heavily decorated store for those who have gem pouches deep enough to afford them. The owner of the shop, a middle-aged elf wizard named Merak Kedrethramal is a cautious person. He has an owl familiar who keeps an eye on the corners of the store Merak cannot see. Merak is a highly intelligent but pompous person, sure of himself, and a bit secretive.

Sunken Treasures This large pawn shop buys all manner of goods for a few gems, then sells them for profit. The shop’s owner is Maarin, a merfolk merchant who has the reputation of a serious businessman, having built an immense collection of items.

Weeping Bazaar Large podiums stand in a semicircle for everyone to easily examine the slaves displayed by the duergar of Clan Doomwing. The apathetic slaves stare over the crowd as the half-dragon gray dwarf slavers announce their skills and prices to the nobles for bidding.

Shack of the Drunken Sage Mellath is a morose and usually indifferent venerable silver dragonborn who lives alone in a dirty shack by the wall. Lots of folks in South Edge know him as a reliable source of information on historic events and arcane knowledge. No one knows where the shabby beggar acquired his vast knowledge. He is drunk most of the time, lives day by day, only willing to answer questions requiring interpretations worthy of his expert knowledge.

Elemental Steel A lazy old dwarven conjurer, Krantor Broadbeard has run this smithy and weapon store for a long time. The conjurer has managed to summon and bind a grumpy azer named Toldir, whom he forces to work on weapons and armor as demanded by his clients. Toldir spends day and night in the store's basement in a small smithy surrounded by an unbreakable summoning circle. The wizard also enchants the masterwork weapons when needed and sells them for a hefty profit. When entering the store, which resembles an art gallery, customers can feel the heat emanating through the floor from below.

Dragon Wagon Lady Fientina de Brume and her family of highly skilled cartwrights are famous all over the Isles. The crafters, a family of once rich nobles, hail from the far western continent and supply the city's elite with magnificently carved carts, carriages, coaches, and wagons of all kinds. These artistic creations are of superior quality and fitted to bear dragons' characteristics. The most popular products of the workshop are their dragon chariots, which are used exclusively at the annual Chase of Dragons race held on the festive day of Death of Wind and Rain.
