Obedience

According to Down's, obedience in international organizations explains more about how states can form cooperative relationships. Obedience can be obtained as functions of IO's run and are achieved, it can be enabled members very obedient, to the rules that have been ratified

4 categories of countries that want to obey and do it, that is:

  • Country that wants to be obedient and has the capacity to be obedient.
  • Low countries that want obedience and has capacity.
  • Countries that want obedience but has low capacity.
  • A country that does not want obedience and has no capacity.

Effectifity

Effectiveness is how successful an international organization achieves a goal or how to address its initial issues.

According to Simmons, obedience and effectiveness can be seen from 4 approaches:

  • Realist, Obedience in an international organization isa means to host national interests
  • Rational functions, Obedience are used to get functions from international organizations
  • The domestic regime, determines the level of obedience in international organizations
  • The normative approach, an actor's subjects used to align interests is able to affect his or her levels of self-compliance and other actors in international organizations

Case

  • Japan got a moratorium from IWC.
  • US gave pressure on the Alaska sea issue.
  • Japan chooses to be obedient over their Alaska issue interest.

Conclution

The effectiveness of obedience in international organizations is both relative and empirical because each country has different domestic behaviors and rules. It is one of the factors affecting the function of international organizations, especially in the implementation of policies established by the organization.
