The true purpose of the learning designer, or sometimes called instructional designer, is to decide on the content of a learning experience. The designer does that by collaborating with Subject matter experts and choosing the best learning theories and learning outcomes for the target audience. The actual development is then delegated to the e-learning developer. Therefore, usally it is not their job to use e-learning tools.
