It is usually said by a chorus.

With this prologue, we learn that the story takes place in Verona, Italy.
We also learn that the Montagues and the Capulets hate each other.
Finally, we learn that Romeo and Juliet are star-crossed lovers: they are destined to be unlucky and they are going to die at the end of the play.
