its a unesco world heritage and of courseits also a sacred place for the Pitjantjatjara and Yankunytjatjara who are aboriginal people. uluru has been discovered in1873 by the westerne.
You can visit this enormous rock every moment, the morning to see the sunrise, the afternoon to see the sunset and also the night to see the stars and the milk way. But be careful it's forbidden to climb this rock because it's a sacred monument and also because a lot of people died trying to climb the mountain. Its why the authority of Australia ban on climbing on it.
