DEAR MEMBERS OF MY GOVERNMENT! YOU'RE IN MY TEAM NOW. I'M REALLY HAPPY TO SAY IT. THERE IS A BIG PROBLEM IN MY COUNTRY - THE HIGH CRIME RATES. IN EVERY STATE DIFFERENT TYPES OF CRIMES ARE COMMITED EVERY DAY. IN NEW YORK, CALIFORNIA, KANSAS, ARIZONA AND EVEN WASHIGTON. AMONG THEM ARE CHEATING IN AN EXAM, SOFTWARE PIRACY, SPEEDING, FARE DODGING AND VANDALISM. YOU'RE TO REDUCE THE NUMBER OF CRIMES!
