THREE KINDS:

An equality-impeding leave is a policy that provides parental leave to a family in which both parents work in such a way that it perpetuates inequalities in the gender division of labor within the family


An equality-enabling leave is one that provides ample paid leave to families as units, making it easier for men to engage in childcare and for women to continue being in the workforce while having a family

Equality-promoting leaves are parental-leave policies designed to push families toward a more “egalitarian gender distribution” of the childrearing responsibilities within the family
