Improved quality standards of public and private ECCD program
Hollistic debelopment of the child across all domains to prepare them for formal learning and help in the smooth transition from home care education to community or school based setting
Establish a system for early identification, prevention, referral and intervention for developmental disorders and disabilities in early childhood
ECCD Curriculum 
the age-appropriate and developmentally appropriate educational objectives, program of activities, organized learning experiences and recommended learning materials for children that are implemented by service providers through center and home-based programs.
Recognizes the importance of parents as the primary care givers and educators of their children and has provided programs to help equip parents better for the task.
Examples of:
in at least three (3) regions each year  to achieve national coverage over a five-year period.
